Detailed analysis of 241 items of SVHC
Release time:
2024-07-03
The EU's list of Substances of Very High Concern (SVHC) has recently increased to 241 items. This update is the result of the European Chemicals Agency (ECHA) continuously evaluating and monitoring chemicals in accordance with the EU REACH regulations and other related directives. The following is an official interpretation of the latest SVHC list:
I. Overview of SVHC
The SVHC list, as a component of the REACH regulations, includes a range of substances of high concern. Although these substances are not subject to mandatory prohibition, they must be declared promptly if detected in products. Due to the deepening of scientific research and the public's increasing awareness of the potential risks of chemicals, ECHA continues to add newly identified potentially harmful chemical substances with potential harm to the SVHC list. Given the potential adverse effects of these substances on human health and the environment, strict regulation and restricted use are particularly necessary.
II. New Substances
According to the latest official announcement, a new substance, Triphenyl phosphate, has been added to the SVHC list due to its endocrine-disrupting toxicity. As such, it has been officially listed in the 31st batch of SVHC. So far, the SVHC list has included a total of 241 substances.
III. Compliance Requirements
According to the explicit provisions of the EU REACH regulations, for products containing SVHC in excess of 0.1%, manufacturers and importers must strictly comply with the following compliance requirements:
1. When the content of SVHC in a product exceeds 0.1% but the annual export volume does not reach 1 ton, it is the responsibility of the manufacturer or importer to provide detailed information to the downstream supply chain, including but not limited to substance name, specific content, and safety instructions to ensure safe use of the product.
2. When the content of SVHC in a product exceeds 0.1% and the annual export volume exceeds 1 ton, manufacturers or importers need to submit an SVHC notification to ECHA; otherwise, the product will not be allowed to be sold in the EU market.
3. As of January 5th, 2021, according to the requirements of the EU Waste Framework Directive, manufacturers or importers also need to submit SCIP notifications to ECHA for products containing SVHC in excess of 0.1%, to ensure compliance with waste disposal regulations.
IV. Potential Impact on Our Company
The update of the SVHC list has raised higher requirements for our company's products exported to the EU market. To ensure product compliance, our company will closely monitor the chemical composition of our products and ensure that exported products do not contain substances listed in the SVHC list or have a content below the specified limit. Currently, our company has established a comprehensive traceability system to ensure product compliance throughout the entire supply chain. In addition, it is also crucial to strengthen communication with EU customers to ensure a consistent understanding of SVHC compliance requirements between both parties.
